It's a variant of the "Nigerian bank scam". Seaching on those
three words will give you *thousands* of hits(!) such as these:

        <URL:http://www.naspa.com.au/scam.htm>
        <URL:http://hypocrisytoday.com/nigerianscam.html>

There have been numerous variants, many using the name of some
other African nation, or different government officials or relatives,
such as the one on c.l.scheme (which seems to be a variant of
<URL:http://www.naspa.com.au/abacha.htm>), or different banks
or petroleum companies, but it's all just the same old bunko.

It's been going on for years & years, but unbelievably, people *do*
still continue to fall for this stuff!!  (*sigh*)
