Then you need to read <URL:http://www-swiss.ai.mit.edu/~jaffer/Work.html>,
which includes Aubreyu Jaffer's "SIMSYNCH" Digital Logic Simulation System,
and several examples of "low-level bit twiddling" (e.g., writing device
drivers in Scheme, which then gets compiled to C with Jaffer's "Schlep"
compiler).
