What version of ACL are you using (and on what machine)?

Re-trying the foreign load with ":verbose t" and ":print t" (see pg.
10-18 of the ACL 4.2 User Guide) might also yield additional
information on the failure.  We have an SQL interface to Oracle, where
we do something simiilar, although we use LD_LIBRARY_PATH and then
system-libraries (instead of foreign-files, as you've done), and it
works fine.
