A person in my research group asked whether I could add ballon help to different
buttons & such in a program. I said that I thought it was pretty easy.

After searching through the online documentation, examining the code examples,
and playing with the interface builder, I'm not so sure. I know it's no big
deal under Macintosh Common Lisp (e.g., just add an :help-spec "text" when
making a dialog item), but I could have sworn that I'd run across how to do
it on the PC and noticed that it was easy. Maybe I'm dreaming.

Is there a reasonably easy solution?
