Hi Carolyn,

The problem you're facing is probably the firewall that is enabled on 
Redhat 9 by default, iptables. ACL wants to connect to Java via the 
appropriate port, but iptables is blocking it.

I hear Christine Wilson is an expert at this by now. ;)
